The Guidance describes basic terms, concept, standards and goals of HIV Prevention Case Management, explains differences between PCM and other HIV prevention activities, suggests steps to develop and implement a PCM program, gives theoretical basis for understanding clients' behavior and the factors influencing it, considers necessary qualification of the project staff and other aspects.

The Guidance can be used by a specialist working in HIV prevention, either governmental or non-governmental, to establish and manage a PCM service for different types of clients.
