AIHA's Primary Healthcare Program in Kazakhstan began in 1999 with the establishment of a partnership linking the Astana City Health Administration with Pennsylvania’s Pittsburgh Mercy Health System. The goal of this partnership was to improve healthcare service delivery in the Kazakh capital of Astana by fostering the development of prevention-oriented, family-based primary care with integrated delivery of social services.

As a result of this partnership, Demeu Family Medical Center was established in November 2000 to serve a local population of approximately 16,000. Since the center’s opening, the number of residents served has consistently increased from one reporting period to the next. Through a Community Advisory Board (CAB) that actively supports the Family Medicine Center, various programs have been initiated, from newsletter publication to education programs to meetings and seminars. The CAB has also helped attract media attention to the Center; initiated a “hotline” for center patients and more. Demeu and its staff have played a leading role in nationwide implementation of community-oriented primary care and spearheaded the development of social work as a profession in the country. Demeu houses a Social Work Training Center that was established in cooperation with AIHA and Columbia University.
